All toadstools are technically mushrooms and Mycologists (fungi scientists) do not use the word "toadstool" as a formal category.
The word 'mushroom' is commonly used in everyday speech to describe fungi that are safe and edible.
The term 'toadstool' is commonly used to describe fungi that are poisonous, inedible, or look unusual.
Both are descriptive words for the fleshy, spore-bearing fruiting bodies of underground fungi.
